Heat the oil in a large cooking pot or Dutch oven. Season the meat well with salt and pepper. Sauté the meat and onions together over high heat until they both start to brown, about 5 minutes. Reduce the heat to low, and sweat (cook slowly to let the meat and onions release some juices) 5 to 7 minutes.
Add the tomato paste, tomatoes, chile (if using), vegetables, ¼ cup water, and the bouillon cube (if using). Slowly sweat the stew, covered, until all ingredients are tender, about 2 hours, adding small amounts of water as necessary to prevent scorching. Stir frequently.
Reduce the heat. Stir in the peanut butter. Mix in water or stock as needed to make a smooth sauce. Serve over African Djolof Rice.
